okay, good to know (but doesn't change the outcome...) - I assume the 
best default therefore would be to to that order automatically, and 
therefore only --bounds= be needed.

okay well, so in that case (didn't really know that there is a tagging 
system for it yet..) there could be a switch to enable dropping 
restriction , and instead using restriction:bicycle ... (don't think 
they are used yet more than a couple of times though...).
