Yes. You can usually read a typ file into typviewer, write it in .txt
and compile it with the mkgmap typ compiler and get the same typ file.

Of course there may be bugs in either program. With the mapnik.typ file, 
typviewer converts one of the lines with a border width of 1 to having 
no border width in its .txt output.
