[mkgmap-dev] splitter PBF output support

This time it works for me! I don't know what I have done wrong the first 
time but it's great that it works.

Have you done a completeness check?
1. Split with the common spliter to osm.gz file?
2. Split with identical areas.list to osm.pbf file?
3. Compare both
- maybe by converting pbf to osm?
- or compile a map with both variants and compare the binary file size 
of the results.
