Thanks for fixing Luxemburg :)
If you click on the relations of the Belgium Provinces on WikiProject_Belgium/Boundaries, you see that not all the Provinces are in admin_level 6, some of them are in 5. Oh well, that is their problem, as they find out that the address search is showing inconsistent data on their GPS, they will fix it eventually ;-)

 For Luxembourg: the cities are all in admin_level 8, the provinces (I 
 think the Luxembourg name 'district' comes closest) are in admin_level 4
