Revert "Let the background polygon (type 0x4b) cover the whole map area."

This reverts commit 1524.

It has been reported that having a big background poly makes the eTrex
Legend HCx ignore the colour defined for the poly in the TYP file and it
reverts to using "Garmin yellow".
