Version 1023 was commited by markb on 2009-04-29 21:44:17 +0100 (Wed, 29 Apr 2009) Limit distance between nodes to avoid generating bad arc data. As we can't yet encode arc lengths that require more than 14 bits, limit arc lengths by splitting ways as required.
