It turns out that 0x0d means Native American Reservation and 0x53 means
flatland, not apartment flats.  The revised patch does not use those
codes.  Instead, the patch clarifies garmin_feature_list.csv.

The translation of landuse=basin and landuse=reservoir to 0x3f is a
little misleading, because the polygon 0x3f is identified as lake.
My patch only adds landuse=basin.
