[mkgmap-dev] Find by name - experimental patch

Folks,

Here's a further patch that provides --country-name and --country-abbr options
that allow you to specify the country name and abbreviation.

The defaults are still "UNITED KINGDOM" and "GBR" (they have to be
something!)

Thanks to Steve for a hint as to how to implement this.
