[mkgmap-dev] Commit: r755: Add NOD1Part, which implements (untested) an algorithm

Add NOD1Part, which implements (untested) an algorithm
for subdividing the RoadNetwork into RouteCenters.

RouteCenter, TableA and TableB have been modified
accordingly, but NOD1Part hasn't been integrated into
RoadNetwork yet, so currently everything should work
as before.
