A first incomplete implementation of multiple RouteCenters.

* RouteNodes can now bound the size they need, so a
  RouteCenter can tell when it's full (conservative bound
  for now).
* TableB implemented, and RouteArcs now handle
  arcs to other RouteCenters. TableB may be written
  too early.
* Various documentation and logging updates.
